Epic feasibility and funding
On every epic: the problem, a hypothesis, the smallest useful first step, the cost, the value expected and feasibility in four dimensions (technical, operational, financial, safety and compliance). Funding is requested on the epic and decided at a Portfolio Review by the Executive Sponsor or Portfolio Lead, never by the person who assessed it. Spend is recorded against the funding, and each Portfolio Review decides to persevere or stop early.
Why it matters
Money follows value only if every epic is tested before it is funded, and checked while it is spent.
